Sen. George Allen R-VA..... Is he a Moron, Racist or Both???

Friday, Sen. Allen made some remarks at a public function that are very disturbing. Ben Tribbett at Not Larry Sabato, a Virginia political blog scooped this. There is also quite a bit at Raising Kaine and Think Progress.
First we need to set the scene....
Democratic candidate Jim Webb has had a staffer follow Allen around and video tape all of his public appearences. The campaign staffer, Saddarth is an American citizen who was born and raised in Fairfax County Virginia. His parents are from India.
Allen made the comment "The Webb campaign has sent that young man Mukakkah in the back. Let's give Mukakkah a round of applause and welcome him to America".
What makes this even more disturbing is what this name 'Mukakkah' means. Initially, I just blew this off thinking he was just being an idiot. It goes deeper than that. Allen's mother is French Tunisian, 'Macaca' is a slur of dark skinned people in Tunisia. It is also the name of a ground-dwelling monkey....uh oh.. So, did he mean this or was he just being a moron?
This isn't the first time this question has been raised about Allen. He used to have a noose in his law office and was known to revere the rebel flag growing up in California.

Although, when I was a truck driver over the road I did see a bumper sticker in Virginia that set me back a few decades...It said "Secession, The right thing to do." It seems as if some in VA, have just begun to get over the "War of Northern Aggression" and the "Yankee Occupation" during the Reconstruction period.
